In the nightmare scenario that Mr Blair's attempt to break his manifesto commitment on top-up fees is passed by Parliament , will this not mean that children will carry the albatross of high debt into their 30s , 40s and 50s and be unable to join the housing market , as we saw last week , until middle age ?
