It does, indeed, seem regrettable that, while every sinew is being strained in the EU to create a European awareness, to promote a feeling of belonging to a community, to consolidate the concept of citizenship and to give it flesh, Community citizens should be obliged, as was the case recently, to apply to an outside court – in this instance, the ECHR – for an acknowledgement that the fact of having had to wait for six months for the repatriation of the body of their daughter who had died in another Member State constituted a violation of their fundamental rights(13).
