Se distinguen tres tipos de uso del agua: a) retiro, donde el agua se toma de un río, o superficie o depósito subterráneo, y luego de su uso el posterior retorno a un cuerpo natural del agua, e.g. agua usada para refrescar en procesos industriales. Tales flujos de la vuelta son particularmente importantes para los usuarios ubicados más abajo en el flujo de agua tomada de los ríos; b) que comienza con retiro pero en este caso sin ninguna vuelta, e.g. irrigación, vapor que se escapa hacia la atmósfera, agua contenida en productos finales, es decir ya no disponible directamente para las aplicaciones subsecuentes; c) no-retiro, es decir el uso in situ de un cuerpo del agua para la navegación (flotación incluyendo de registros por la industria de la madera de construcción), pesca, la reconstrucción, la disposición efluente y la generación de energía hidroeléctrica.
