On the basis of a comparison between the IBA 98 and the classifications in Andalusia, the Commission submits that upon the expiry of the period laid down in the reasoned opinion 37 of 60 IBAs were not covered at all by SPAs, that the 22 areas classified as SPAs only partially matched 23 IBAs, and that various species were covered to only an inadequate degree, in particular the Spanish imperial eagle (Aquila adalberti), the black stork (Ciconia nigra), the red-knobbed coot (Fulica cristata), the marbled teal (Marmaronetta angustirostris), the lesser kestrel, the purple gallinule (Porphyrio porphyrio), Audouin’s Gull (Larus audouinii), the little bustard (Tetrax tetrax), the great bustard (Otis tarda), Montagu’s harrier (Circus pygargus) and Bonelli’s eagle (Hieraaetus fasciatus).
