28 In the second place, with regard to the concept of direct concern, it has been held that that condition requires, first, that the contested measure directly affect the legal situation of the applicant and, secondly, leave no discretion to its addressees entrusted with the task of implementing it, such implementation being purely automatic and resulting from the rules under challenge without the application of other intermediate rules (judgments of 5 May 1998 in Dreyfus v Commission, C‐386/96 P, ECR, EU:C:1998:193, paragraph 43, and 10 September 2009 in Commission v Ente per le Ville Vesuviane and Ente per le Ville Vesuviane v Commission, C‐445/07 P and C‐455/07 P, ECR, EU:C:2009:529, paragraph 45).
