reiterates the need to step up the ability of cohesion policy to both mitigate the adverse effects of globalisation across the EU's regions and to develop its positive effects by designing and implementing local development strategies that help make Europe's economy more competitive, sustainable and resilient; to this end, highlights the need to invest in the role of local authorities and their ability to mobilise the essential resources — information, expertise and legitimacy — for building these strategies, with particular regard to the regions that are most vulnerable to the challenges posed by international competition (territorial right to globalisation);
