The ECHR, the ICCPR and the Rome Statute all provide that this right arises "when the interests of justice so require".

However, the Commission finds that Cambodia has not sufficiently demonstrated that the restrictions on the right to freedom of association and peaceful assembly provided under its laws or imposed meet the conditions set out in Article 22 of the ICCPR (33).

Will the Commission urge the Government of Nepal to ensure that the new Constitution is promulgated in a timely manner and that it protects all fundamental human rights, including the right to freedom of religion or belief, in line with the ICCPR?
