Financial aid will be granted to: assist the eligible countries inter alia to develop and strengthen the capacity for strategic planning and institutional development of higher education establishments at the university or faculty level, and to establish a development plan for universities to help them build up international relations; support the spread of durable co-operation actions targeting the Tempus objectives; and prepare a national strategy in a given eligible country to develop a specific aspect of higher education.
