All of this gives no opportunity for a region such as Latgale to make full use of the funds earmarked for the implementation of cohesion policy.

The Latvian authorities accordingly decided to focus them on two of Latvia’s five county level regions, Latgale and Zemgale. This was despite the weak programming and implementation capacity in both regions.

While the former consider that the level of risk assumed by the service provider is not sufficient to justify the conclusion that the characteristics of a concession are present, the Latvian Government and the Latgales plānošanas reģions conclude that the financial risk at stake is considerable and, in any event, sufficient to enable it to be regarded as a service concession.
