In application of the decision of the Third Congress of the Communist Party of September 1960 aimed at the creation of a broad popular front for South Vietnam, three months later, on 19 and 20 December, the Mat Tran Dan Toc Giai Phong Mien Nam or the National Liberation Front (NLF) was founded in the jungle near the border with Cambodia.
