Whereas the Finnish Government has submitted to the Commission on 20 August 1996 the single programming document as referred to in Article 5 (2) of Regulation (EEC) No 4253/88 for the regions of the west coast (Varsinais-Suomi and Satakunta), Päijät-Häme, the eastern gulf of Finland (Kymenlaakso and east Uusimaa), south Karelia, central Finland and Kokkola; whereas this document contains the elements referred to in Article 9 (8) of Regulation (EEC) No 2052/88 and in Article 14 (2) of Regulation (EEC) No 4253/88; whereas expenditure under this single programming document is eligible as from that date;

Whereas, in order to facilitate the administration of the scheme provided for, when determining those regions, the municipality (kunta) should be chosen as the relevant administrative unit for such determination in line with practice followed in the application of Council Directive 75/268/EEC of 28 April 1975 on mountain and hill farming and farming in certain less-favoured areas (2), as amended by Directive 80/666/EC (3) and Regulation EEC No 797/85 (4), whereas, however, the rural district (maatalouspiiri) of Mikkeli, South Karelia and area 3 as defined in the Finnish system of aid to agriculture based on holding size, in force before accession and within the limits laid down at 31 December 1993, may also be included among the relevant administrative units;
Overwegende dat het, ter vergemakkelijking van het administratieve beheer van de beoogde regeling, dienstig is om als relevante administratieve eenheid de gemeente (kunta) te gebruiken, naar analogie van de werkwijze die wordt gevolgd bij de toepassing van Richtlijn 75/268/EEG van de Raad van 28 april 1975 betreffende de landbouw in bergstreken en in sommige probleemgebieden (2), gewijzigd bij Richtlijn 80/666/EEG (3) en bij Verordening (EEG) nr. 797/85 (4); dat echter ook als relevante administratieve eenheid kunnen fungeren de landelijke districten (maatalouspiiri) Mikkeli en Zuid-Karelië en het gebied nr. 3, zoals op 31 december 1993 omschreven in de vóór de toetreding geldende Finse regeling voor steunverlening aan de landbouw op grond van de omvang van de bedrijven;

Het enkelvoudig programmeringsdocument voor de structurele bijstandsverlening van de Gemeenschap in de periode van 1 januari 2000 tot en met 31 december 2006 in de onder doelstelling 1 vallende regio's Etelä-Savo, Kainuu, Pohjois-Karjala en Pohjois-Savo in Oost-Finland wordt goedgekeurd.
