The powers of the People's Defender, as set forth in article # of the Constitution, included monitoring respect for human rights, investigating complaints, monitoring the functioning of the public administration, protecting individual rights and interests against the arbitrary misuse of power, filing writs of unconstitutionality, amparo and habeas corpus, urging the Attorney General to institute proceedings against public officials responsible for human rights violations, defending the rights of consumers, submitting draft legislation on the progressive protection of human rights to local and national legislative bodies and developing ongoing liaison mechanisms with public and private human rights bodies at the national and international levels
