96 Also, certain provisions of the reflection paperand the envisaged measures, such as paragraph 5.5 of the proposal to create an MPA in the Weddell Sea, paragraph 10 of the proposal to create an MPA in the Ross Sea and paragraph 14 of the proposal for the creation of special areas for scientific study of the marine area concerned, of climate change and of the retreat of ice shelves, also prohibit the dumping or discharge of waste and therefore do not concern the regulation of the activities of fishing vessels as such.
