The dangers of this to competition are clear: in the market for local broadband access, for example, the combination of a high price for local loop unbundling and collocation, a lack of shared access, failure to provide a wholesale DSL service by the incumbent, and authorisation by the regulator for the incumbent to provide its own DSL services at low retail prices will conspire to keep entrants out of the market.
