According to Article 1 of the Constitution of the Kingdom of Belgium, ‘Belgium is a federal State composed of Communities and Regions’.

(68) On the other hand, imposition of measures would enable this industry to maintain and restore the level of its activities in the Community, thus securing the employment of at least 50 persons in a region affected by industrial decline (Limburg in Belgium), and the running of a plant capable of generating a turnover of approximately EUR 20 million a year.

The greater region of the Saarland, Lorraine, Luxembourg, Rhineland-Palatinate, Wallonia and the German-speaking community in Belgium is particularly affected by this, having over 200 000 cross-border commuters — the highest number in Europe.
