In that connection, the Commission refers to the report entitled Survey of Breeding Birds at Pettigo Plateau, Country Fermanagh, (10) which explains how the kind of afforestation under consideration constitutes a serious threat to the protection of the environment: conifer plantations have a fragmenting effect on the drainage system of such areas, rendering them no longer suitable as a natural habitat for various indigenous species of fauna (such as the Greenland white-fronted goose, the hen harrier and the golden plover).

30 According to the Conservation Plan mentioned in paragraph 28 of the present judgment, it will be necessary to keep grazing at a sustainable level in order to achieve objectives such as the maintenance and, where possible, the enhancement of the ecological value of both the priority habitat of the Owenduff-Nephin Beg Complex, that is to say blanket bog, and other habitats characteristic of the site and the maintenance and, where possible, increase of populations of birds mentioned in Annex I to the Birds Directive which frequent the site, including in particular the Greenland White-fronted Goose and the Golden Plover, species which provided justification for the classification of the site as an SPA.
30 Enligt det ovan i punkt 28 nämnda programmet kommer det att bli nödvändigt att begränsa betningen till en hållbar nivå. 103 The Commission submits that for the red-throated diver (Gavia stellata), the hen harrier (Circus cyaneus), the merlin (Falco columbarius), the peregrine falcon (Falco peregrinus), the golden plover (Pluvialis apricaria), the corncrake, the kingfisher, the white-fronted goose (Greenland race) (Anser albifrons flavirostris) and the short-eared owl (Asio flammeus), protected species referred to in Annex I, and also for the lapwing (Vanellus vanellus), the redshank (Tringa totanus), the snipe (Gallinago gallinago), the curlew (Numenius arquata) and the dunlin (Calidris alpina), regularly occurring migratory species, the areas of importance for the conservation of birds identified in IBA 2000 clearly do not offer a sufficient set of sites in number and in size to satisfy the conservation needs of those species.
103 Kommissionen har gjort gällande att för smålom (Gavia stellata), blå kärrhök (Circus cyaneus), stenfalk (Falco columbarius), pilgrimsfalk (Falco peregrinus), ljungpipare (Pluvialis apricaria), kornknarr, kungsfiskare, grönländsk bläsgås (Anser albifrons flavirostris) och jorduggla (Asio flammeus), skyddade arter som anges i bilaga 1, samt för tofsvipa (Vanellus vanellus), rödbena (Tringa totanus), enkelbeckasin (Gallinago gallinago), storspov (Numenius arquata) och kärrsnäppa (Calidris alpina), regelbundet förekommande flyttfåglar, utgör de viktiga områden för fåglar som identifieras i IBA 2000 uppenbart inte en helhet av områden som vad beträffar antal och storlek är tillräcklig för att uppfylla de behov som avser bevarandet av dessa arter.
