(11) The plea is justified, however, in that the Commission has identified areas which are sensitive to the acidification of waters, such as the Counties of Galway, Wicklow, Donegal and Kerry. The scientific authority of the reports produced by the Commission and quoted in that regard provide clear evidence, to my mind, that afforestation should have been subject to prior assessment, whereas it is not: the threshold does not permit this, and there are no adequate alternatives by which the environmental impact of the projects at issue can be monitored.
