(35) Kun vaikeat rahoitusmarkkinaolosuhteet estäisivät toteuttamiskelpoisen hankkeen täytäntöönpanon tai kun on tarpeen helpottaa investointijärjestelyjen perustamista tai hankkeiden rahoittamista aloilla tai alueilla, joilla on merkittäviä markkinahäiriöitä tai epätyydyttävä investointitilanne, EIP:n ja komission olisi tehtävä muutoksia etenkin korvaukseen EU:n takauksesta, jotta voidaan osaltaan vähentää EIP:n ESIR-rahoitusta saavalle edunsaajalle toimen rahoittamisesta aiheutuvia kustannuksia ja helpottaa siten hankkeen täytäntöönpanoa.
