Tribuni a fait observer que les dépenses supérieures à 200 millions ne faisaient l'objet d'aucune délibération, contrairement aux dispositions dûment spécifiées dans la loi no 559/66; que de faux titres d'État seraient en circulation, présentant les mêmes encres, les mêmes incrustations et le même filigrane (produit par l'Imprimerie) que ceux utilisés par l'Imprimerie en vue de la production des titres authentiques, certains d'entre eux ayant été saisis par les enquêteurs auprès de banques; et qu'enfin des problèmes seraient apparus avec certaines entreprises associées qui fourniraient à l'Imprimerie le matériel nécessaire à la frappe des pièces, les pièces italiennes étant payées de 35 à 350 lires, au lieu des 18 lires facturées au gouvernement ukrainien.
For example, Mr Tribuni maintained that, contrary to what was expressly stipulated in Law 559/66, which at that time regulated operations at the State Printing Works, expenditure above ITL 200 million was never subject to specific decisions. In addition, he claimed that forged State bonds were in circulation, which, however, had been produced using the same inks, the same engravings, and the same watermarked paper (manufactured by none other than the State Printing Works) as the Printing Works used to produce the genuine bonds, and that investigators had recovered some of the fakes from certain banks. He also alleged that problems had arisen in connection with certain associated companies which supplied the Mint with coining equipment.
