1 Savo ieškiniu Europos Komisija prašo Teisingumo Teismo konstatuoti, kad priėmusi 2006 m. gruodžio 27 d. įstatymo-programos (I) (2006 m. gruodžio 28 d. Moniteur belge, p. 75178) redakcijos, galiojančios nuo 2007 m. balandžio 1 d., 137 straipsnio 8 punktą, 138 straipsnio trečią įtrauką, 153 straipsnį ir 157 straipsnio 3 punktą (toliau atitinkamai ‐ įstatymas-programa ir nagrinėjamos nuostatos), t. y. įpareigojusi valstybėje narėje, ne Belgijos Karalystėje, įsisteigusius savarankiškai paslaugas teikiančius asmenis pateikti deklaraciją prieš pradedant vykdyti savo veiklą Belgijoje (toliau – Limosa deklaracija), Belgijos Karalystė neįvykdė įsipareigojimų pagal SESV 56 straipsnį.
