Notwithstanding this Decision, the Kingdom of Belgium may grant regional aid in the 'arrondissements' of Ath, Tournai and Waremme and in the northern parts of the 'arrondissements' of Huy and Verviers which do not have the status of development areas, after prior notification to the Commission, in accordance, with Article 93 (3) of the EEC Treaty, and provided that the Commission has taken a decision finding that the aids have the effect of directly alleviating the employment situation resulting from the difficulties brought about by the crisis in the industries of the European Coal and Steel Community in the coalfields and iron and steel areas adjacent to the 'arrondissements' or parts of 'arrondissements' referred to above.
