At the sixth meeting of the Conference of the Parties to the Rotterdam Convention, the Commission shall, on behalf of the Union, support the adoption of the amendments to add azinphos-methyl, chrysotile asbestos, octabromodiphenyl ether commercial mixtures, pentabromodiphenyl ether and pentabromodiphenyl ether commercial mixtures, perfluorooctane sulfonic acid, perfluorooctanesulfonates, perfluorooctanesulfonamides and perfluorooctanesulfonyls, and liquid formulations (emulsifiable concentrate and soluble concentrate) containing paraquat dichloride at or above 276 g/L, corresponding to paraquat ion at or above 200 g/L, to Annex III to the Rotterdam Convention.

De lidstaten kunnen echter een uitzondering maken voor het in de handel brengen en het gebruik van membranen die chrysotiel (onder f) bevatten in bestaande elektrolyse-installaties, tot zij aan vervanging toe zijn of tot geschikte asbestsubstituten beschikbaar komen, naargelang van wat het eerst gebeurt.

(7) Those Member States that need to avail themselves of the possibility to extend the deadline for applying the ban on the use of chrysotile should, bearing in mind the socio-economic aspects of the industries concerned, encourage the use of substitute products in order to comply as quickly as possible with the total ban on chrysotile for reasons of health protection, as laid down in point 6.2. of Annex I to Directive 76/769/EEC as amended by Directive 1999/77/EC.

With the Community-wide prohibition of first use of asbestos now also applying to chrysotile, which had been the only type of asbestos not subject to the ban, it is clear that preventive measures need to be focused on situations in which exposure may actually occur - even if the ban will not become fully applicable until the beginning of 2005.

(3) In de conclusies van de Raad wordt de Commissie verzocht om voorstellen tot wijziging van Richtlijn 83/477/EEG in te dienen en daarbij rekening te houden met de resultaten van het onderzoek naar grenswaarden voor blootstelling aan chrysotiel en naar methoden voor het meten van asbest in de lucht (uitgaande van de methode waarvoor de Wereldgezondheidsorganisatie (WHO) heeft gekozen).

Op 17 januari 2014 heeft het Agentschap het bijlage XV-dossier afgerond, waarin werd voorgesteld de bestaande beperking te wijzigen door de duur van de door de lidstaten toegekende vrijstellingen voor het in de handel brengen en het gebruik van chrysotiel bevattende diafragma's en uitsluitend voor het onderhoud daarvan gebruikte chrysotielvezels tot 31 december 2025 te beperken en de lidstaten de mogelijkheid te geven een meldingsplicht in te stellen om betere controle en handhaving mogelijk te maken.
On 17 January 2014, the Agency finalised the Annex XV dossier, which proposed to amend the existing restriction by limiting the duration of the exemptions granted by Member States for the placing on the market and use of diaphragms containing chrysotile and of chrysotile fibres used exclusively in their maintenance to 31 December 2025 and enabling Member States to impose a reporting requirement to allow better monitoring and enforcement.
