Het CEEP (Europees Centrum van gemeenschapsbedrijven) vertegenwoordigt ondernemingen in de publieke sector of nutsbedrijven in de meeste lidstaten en verhoogt daarmee de representativiteit van de werkgevers, met name in de publieke sector op lokaal niveau en in sectoren van algemeen economisch belang.
CEEP (European Centre of Employers and Enterprises providing Public Services) represents public-sector enterprises or enterprises of general interest in the majority of Member States and therefore boosts the representativeness of employers’, in particular in the public sector at local level and in sectors of general economic interest.

Op die manier worden organisaties vertegenwoordigd die banden met de handelssector hebben, zoals de Unie van Industriefederaties van de Europese Gemeenschap (UNICE), de Europese Unie van ambachten en het midden- en kleinbedrijf (UEAPME), het Europees Centrum van gemeenschapsbedrijven (CEEP), Eurochambres en Eurocommerce.
In this way, commercial sector organisations are represented, e.g. the Union of Industrial and Employers' Confederations of Europe (UNICE), the European Union of Crafts and Small and Medium-Sized Enterprises (UEAPME), and the Centre of Enterprises with Public Participation (ECPE).

Het Europees Centrum van Gemeenschapsbedrijven (CEEP) is van mening dat de richtlijn wat het grensoverschrijdende aspect moet worden aangepast om voor de nodige rechtszekerheid te zorgen en de rechten van de werknemers in de zin van de jurisprudentie van het Hof van Justitie te consolideren.
The European Centre of Enterprises with Public Participation and of Enterprises of General Economic Interest (CEEP) considered that, as regards the cross-border dimension, the Directive should be brought up to date to ensure the necessary legal certainty and to strengthen the rights of workers in line with the established case law of the Court of Justice.

The Commission considers that Council Directive 97/81/EC of 15 December 1997 concerning the framework agreement on part-time work concluded by the Union of industrial and Employers' confederations of Europe (UNICE), Conseil européens des entreprises publiques (CEEP) and the European trade union confederation (ETUC)(2) has taken a significant step forward in this regard.

At Community level, the legislation on parental leave is the subject of a framework agreement concluded by the Union of Industrial and Employers' Confederations of Europe (UNICE), the European Centre of Enterprises with Public Participation (CEEP) and the European Trade Union Confederation (ETUC) and implemented by Council Directive 96/34/EC of 2 June 1996(1).

Bovendien hebben zij onlangs met het Europees Centrum van Gemeenschapsbedrijven (CEEP) en de Europese Unie van het Ambacht en het Midden- en Kleinbedrijf (UEAPME) een meerjarenplanning voor een gezamenlijke dialoog opgesteld, waarmee zij duidelijk te kennen hebben gegeven dat zij vastbesloten zijn een eigen bijdrage aan de uitwerking en tenuitvoerlegging van de structurele hervormingen te leveren.

The Parental Leave Directive implements the Framework Agreement on parental leave concluded on 14 December 1995 by the European cross-industry organisations — the union of European employer confederations (UNICE), the European central association of public sector employers (CEEP) and the European trade union confederation (ETUC) — and which is annexed to that directive.

By this reference for a preliminary ruling, the Court is once more asked to interpret the framework agreement on fixed-term work, concluded on 18 March 1999 between the European Trade Union Confederation (ETUC), the Union of Industrial and Employers’ Confederations (UNICE) and the European Centre of Enterprises with Public Participation (CEEP) (‘the framework agreement’), contained in the Annex to Directive 1999/70 (‘the directive’).
