23 Aangezien derhalve de rol van de Commissie een integrerend deel van het besluitvormingsproces van de Raad vormt (beschikkingen Hof van 8 mei 1985, zaak 256/84, Koyo Seiko, Jurispr. 1985, blz. 1351, r.o. 3; 15 oktober 1986, zaak 299/85, Tokyo Juki Industrial, Jurispr. 1986, blz. 2965, 2967; 11 november 1987, zaak 150/87, Nashua Corporation, Jurispr. 1987, blz. 4421, r.o. 6, en arrest Hof van 14 maart 1990, zaak C-156/87, Gestetner Holdings, Jurispr. 1990, blz. I-781, r.o. 7), is het "besluit" van de Commissie tot inleiding van een anti-dumpingprocedure een zuiver voorbereidende handeling die de rechtspositie van verzoeksters niet onmiddellijk en onherroepelijk kan aantasten.
