In order to better understand this new playing field, the Institute of Public Administration at Campus The Hague conducted a study on today’s impact of the upcoming decentralization. This was done in 57 municipalities across the Netherlands, in collaboration with the Association of City Managers (VGS) and the Association for Public Administration (VB).

The Committee on Constitutional Affairs will thus focus on the following aspects: – information relays; – the Prince programme; – the Jean Monnet action programme (European integration in universities); – subsidies for bodies active in the constitutional field, notably the College of Europe (15 02 01 02), the European University Institute in Florence (15 02 01 03), the European Law Academy in Trier (15 02 01 03), the European Institute of Public Administration in Maastricht (15 02 01 05), "Our Europe" Association, grants to European think tanks and organisations advancing the idea of Europe (15 06 01 03), the Jean Monnet and Robert Schuman House (15 06 01 06); – Webcasting and storage of plenary sessions and other important public meetings.

Er zijn drie projecten op het gebied van institutionele opbouw gaande: het verlenen van technische bijstand aan het Centrum voor Justitiële Opleiding om de doeltreffendheid van de rechterlijke macht en de opleiding van gerechtelijke ambtenaren te verbeteren; technische bijstand voor het Instituut voor Bestuurskunde om een algemeen actieplan op te stellen ter voorbereiding van een nieuwe wetgeving inzake de civiele dienst; en technische bijstand voor de Vereniging van gemeenten (180.000 euro) teneinde een professioneel beheerde en operationele vereniging tot stand te brengen die in staat is het lokale overheidssysteem te versterken.
Three institution-building projects are ongoing: the provision of technical assistance to the Judicial Training Centre, in order to improve the effectiveness of the judiciary and the training of judicial officials; technical assistance support to the Institute of Public Administration, in order to design an overall action plan for preparing a new Civil Service legislation; and technical assistance to the Union of Municipalities (EUR180,000), in order to create a professionally managed and operational association able to strengthen the local government system.

Bodies and entities pursuing a general European interest in the field of training of the judiciary, such as the European Judicial Training Network (EJTN), the Academy of European Law (ERA), the European Network of Councils for the Judiciary (ENCJ), the Association of the Councils of State and Supreme Administrative Jurisdictions of the European Union (ACA‐Europe), the Network of the Presidents of Supreme Judicial Courts of the European Union (RPCSJUE) and the European Institute of Public Administration (EIPA), should continue to play their role in promoting training programmes with a genuine European dimension for the judiciary and judicial staff, and could therefore be granted adequate financial support in accordance with the procedures and the criteria set out in the annual work programmes adopted by the Commission pursuant to this Regulation.
