21 Wat het tweede onderdeel van de vraag van de verwijzende rechter betreft, moet worden opgemerkt dat uit de bewoordingen zelf van artikel 151, lid 1, sub c, van de btw-richtlijn niet blijkt of een dienst zoals aan de orde in het hoofdgeding, verricht in een lidstaat die partij is bij het Noord-Atlantische Verdrag, slechts van btw is vrijgesteld wanneer hij wordt verricht voor een onderdeel van de op het grondgebied van de betrokken lidstaat gelegerde of verblijvende strijdkrachten van een andere staat die partij is bij dat verdrag of voor het hen begeleidende burgerpersoneel.
21 As regards the second part of the question asked by the referring court, it must be observed that the wording of Article 151(1)(c) of the VAT Directive does not, in itself, indicate whether a supply of services such as that at issue in the main proceedings, made in a Member State party to the North Atlantic Treaty, must, in order to be exempt from VAT, be made for members of the armed forces of another State party to that treaty who are stationed in or visiting the Member State concerned or for the civilian staff accompanying them.

Goederen of diensten ontvangen, verworven of ingevoerd voor gebruik door de strijdkrachten van het Verenigd Koninkrijk of het hen begeleidende burgerpersoneel of voor de bevoorrading van hun messes of kantines, worden vrijgesteld van douanerechten, btw en accijnzen, mits de betrokken personen op grond van het Oprichtingsverdrag in aanmerking komen voor een dergelijke vrijstelling.
Goods or services received, acquired or imported for use by the armed forces of the United Kingdom or the civilian staff accompanying them, or for supplying their messes or canteens, shall be exempted from customs duties, VAT and excise duties, provided that the persons concerned are eligible for such exemptions in accordance with the Treaty of Establishment.
