is van mening dat de ‘Eurovignet 2’-richtlijn een eerste stap is op weg naar een faire, intermodale concurrentie – faire concurrentie is niet mogelijk indien op alle spoorwegtrajecten en op alle treinen EU-wijd heffingen van toepassing zijn, terwijl het geplafonneerde tolgeld slechts op basis van vrijwilligheid wordt gehanteerd op de Europese wegen, zonder internalisering van de externe kosten, meestal slechts op snelwegen en voor vrachtwagens; daarom wordt de Commissie dringend verzocht voor 2008 eenvoorstel voor een richtlijn in te dienen (zie artikel 1, lid 9, van Richtlijn 2006/38/EG van het Europees Parlement en de Raad van 17 mei 2006 tot wijziging van Richtlijn 1999/62/EG betreffende het in rekening brengen van het gebruik van bepaalde infrastructuurvoorzieningen aan zware vrachtvoertuigen
