24 – Hoewel het bestreden arrest verwijst naar de wijze van berekening van de emissienorm (punt 91) en meer in het algemeen naar de „aard” van de bij de litigieuze maatregel opgelegde verplichtingen, baseert het Gerecht zich hoofdzakelijk op het kwantitatieve niveau van de doelstellingen van vermindering van de emissies.
24 – Although the judgment under appeal makes reference to the methods for calculating the emission standard (paragraph 91) and, more generally, to the ‘nature’ of the obligations imposed by the measure in question, the Court of First Instance refers essentially to the quantitative level of the emission reduction targets.
