De Commissie constitutionele zaken heeft er, in lijn met dit standpunt, in haar advies aan de Begrotingscommissie inzake het ontwerp van besluit van de Raad betreffende het stelsel van eigen middelen van de Europese Unie op gewezen dat het voordelen oplevert om tijdelijke financiële capaciteit te creëren door de Commissie namens de EU middelen voor het herstelinstrument (Next Generation EU) te laten lenen op de markten, en dat er nieuwe echte eigen middelen moeten worden ingevoerd in de loop van het MFK 2021-2027, teneinde de geloofwaardigheid en de duurzaamheid van het terugbetalingsplan van het pakket te waarborgen. Voorts heeft de Commissie constitutionele zaken er in ditzelfde advies op aangedrongen dat voor het nieuwe mechanisme een passende parlementaire medebeslissing en verantwoordingsplicht vereist is, alsmede een zo groot mogelijke transparantie.
In keeping with this position, in its opinion to the Committee on Budgets on the draft Council decision on the system of own resources of the European Union, the Committee on Constitutional Affairs pointed to the benefits of creating temporary financial capacity by way of funds borrowed on the markets by the Commission on behalf of the EU for the recovery instrument (Next Generation EU) and the need for the introduction of new genuine own resources over the 2021-2027 MFF period, in order to ensure the credibility and sustainability of the package’s repayment plan, while insisting that the new mechanism requires the appropriate parliamentary co-decision and accountability and as much transparency as possible.not-set not-set
