In dit verband is de Commissie voornemens ontwerpbegrotingen op te stellen waarmee wordt gezorgd voor progressie in de ontwikkelingshulp voor Azië en Latijns-Amerika uit hoofde van IOS-Verordening (EG) nr. 1905/2006 gedurende de periode tot 2013, zodat de thans uit hoofde van het IOS en de EU-begroting geprogrammeerde ODA-bedragen in het algemeen niet aangetast worden.
In this context, the Commission intends to propose draft budgets which ensure a progression in development assistance for Asia and Latin America under the DCI Regulation (EC) No 1905/2006 over the period until 2013 so that the currently projected ODA amounts under the DCI and the EU budget generally are not affected.

European Commission declaration concerning ‘reflows’ In line with the obligations set out in Article 21(5) of the Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002, the European Commission will include in the draft budget a line accommodating internal assigned revenues and wherever possible, it will indicate the amount of such revenue.

In het bijzonder wenst het Cvt erop te wijzen dat bij Verordening (EG) nr. 1073/1999 — om de functionele onafhankelijkheid van OLAF als onderzoeksorgaan te versterken — aan de directeur-generaal van OLAF in zijn hoedanigheid van ordonnateur uitdrukkelijk de alleenverantwoordelijkheid is verleend om de ontwerpbegroting op te stellen, na raadpleging van het Cvt.
Specifically, the SC would like to point out that, in order to strengthen OLAF’s independence in its function as an investigative body, Regulation (EC) No 1073/1999 explicitly grants OLAF’s Director-General, as authorising officer, sole responsibility for the preparation of the draft budget following consultation with the SC.

Encourages the Commission to continue the policy followed in recent budgetary exercises as regards the financing of decentralised agencies, notably by taking into consideration the surpluses resulting from the implementation of their budgets when deciding on the subsidies to be proposed; insists, however, that those agencies which depend to some extent on revenue generated by fees should still be able to make extensive use of assigned revenues, so as to give them the budgetary flexibility they need; welcomes the transparent presentation of the annual subsidies requested in a working document on the bodies referred to in Article 185 of Council Regulation (EC, Euratom) No 1605/2002 to accompany the Commission's draft budget;

Het in de ontwerpbegroting van de Commissie voor 2015 op te nemen bedrag van de reserve beloopt 433 miljoen EUR (lopende prijzen) en wordt gedekt middels een verlaging van de rechtstreekse betalingen als bedoeld in bijlage I bij Verordening (EG) nr. 73/2009 van de Raad van 19 januari 2009 tot vaststelling van gemeenschappelijke voorschriften voor regelingen inzake rechtstreekse steunverlening aan landbouwers in het kader van het gemeenschappelijk landbouwbeleid en tot vaststelling van bepaalde steunregelingen voor landbouwers[2].
The amount of the reserve to be included in the Commission 2015 Draft Budget amounts to EUR 433 million in current prices, covered via a reduction to direct payments listed in Annex I to Council Regulation (EC) No 73/2009 of 19 January 2009 establishing common rules for direct support schemes for farmers under the common agricultural policy and establishing certain support schemes for farmers[2].
