Het geheel overziende meent het EESC dat de vrijstellingsmaatregelen slechts zeer ten dele gerechtvaardigd worden door de in "Overweging 5" genoemde noodzaak "om het economische en sociale evenwicht van het eiland niet in gevaar te brengen"; tevens moet worden opgemerkt dat de in het document van de Franse overheid vermelde omstandigheden, en die overgenomen zijn door de Commissie, over het "specifieke insulaire karakter van Corsica" en over de moeilijkheden als gevolg van de "afgelegen ligging en de topologie van het eiland" voor bijna alle eilanden van de EU gelden, en soms in heel wat sterkere mate.
All things considered, the EESC feels that the exemption measures are only marginally warranted by the need, referred to in the fifth recital, "to prevent damage to the island's economic and social equilibrium".
