De openbare en particuliere investeringen moeten worden opgevoerd in de volgende sectoren: 1. onderzoek en innovatie, 2. organisatie en bevordering van het levenslang leren, zodat arbeidsflexibiliteit en –mobiliteit onlosmakelijk verbonden zijn met het werkgelegenheidsbeleid, via opleiding en beroepsbijscholing en -omscholing, 3. de uitbouw van een infrastructuur die is aangepast aan de nieuwe behoeften van de geïntegreerde bedrijfssystemen, zoals de uitbouw van een Europees netwerk op het gebied van telecommunicatie of de verspreiding van diensten op het gebied van informatie, beroepsoriëntering, wederinschakeling in het arbeidsproces en omscholing voor langdurig werklozen.
