27 Voorts bestaat het vereiste van onpartijdigheid waaraan deze instellingen, organen en instanties moeten voldoen uit twee componenten, namelijk, ten eerste, de subjectieve onpartijdigheid, die vereist dat geen enkel lid van de betrokken instelling blijk mag geven van partijdigheid of persoonlijke vooringenomenheid, en, ten tweede, de objectieve onpartijdigheid, die vereist dat deze instelling voldoende waarborgen biedt om elke gerechtvaardigde twijfel omtrent een eventuele vooringenomenheid uit te sluiten (zie in die zin arrest van 20 december 2017, Spanje/Raad, C‐521/15, EU:C:2017:982, punt 91 en aldaar aangehaalde rechtspraak).
27 Thus, it is incumbent upon those institutions and bodies to comply with both components of the requirement of impartiality, which are, on the one hand, subjective impartiality, by virtue of which no member of the institution concerned may show bias or personal prejudice and, on the other, objective impartiality, under which there must be sufficient guarantees to exclude any legitimate doubt as to possible bias on the part of the institution concerned (see, to that effect, judgment of 20 December 2017, Spain v Council, C‐521/15, EU:C:2017:982, paragraph 91 and the case-law cited).Eurlex2019 Eurlex2019
