När det gäller de övriga kapitlen i budgeten har rådet, samtidigt som det bibehåller de signifikativa tilldelningarna, inte beslutat om samtliga anslag som krävts av kommissionen i dess preliminära förslag till budget när det gäller ett begränsat antal budgetposter, jag tänker bl.a. på Tacis-programmet, finansieringen av Kedo, de internationella fiskeavtalen, bestämmelserna om snabba åtgärder och Meda-programmet.
