Risken för AVR var begränsad inom ramen för avtalet eftersom de förhandsfastställda förlusterna helt skulle täckas av stödet. Den operationella risken låg däremot till största del kvar hos AVR (20). Verksamheterna var alltså inte riskfria, vilket också framgått av det som skedde.
The risk for AVR under the agreement was limited since predetermined losses would be fully covered by the aid, but AVR remained largely exposed to the operating risk (20), with the result that risk was not excluded, as indeed proved to be the case in practice.

AVR hade uppskattat dessa kostnader till totalt 29,567 miljoner euro, vilket exempelvis även innefattar ett belopp på 11,716 miljoner euro för de ytterligare förluster som AVR Nuts drabbades av åren 2002 och 2003.
