It is settled case-law of the Court of Justice of the European Union (CJEU) that on-call time, during which a worker is required to be physically present at a place specified by the employer, is to be regarded as “wholly working time, irrespective of the fact that, during periods of on-call time, the person concerned is not continuously carrying on any professional activity”[23] , and that standby time, which a worker is obliged to spend at home, while being available to the employer, is to be considered to be working time[24] .not-set not-set
