Days ahead of the Workers Party gathering, also known as the Seventh Party Congress, North Korean dictator Kim Jong Un demanded a peace treaty with the United States. Through state-controlled media, North Korea's army issued a memorandum saying that the U.S. and South Korea had been using joint military drills as a "pretext" to allow the "phantom of war" to roam on the Korean Peninsula, according to a United Press International news service report. Critics, however, say the message could be more propaganda to bolster Kim and his regime's image domestically, according to the news service.
