Development is meaningless if our people suffer from ill-health, if our people are illiterate, if environment protection measures are not in place, if the degradation of land and water resources of our country and the river resources of our country goes unchecked.

यदि हमारी जनता बीमारियों से ग्रसित है, हमारी जनता अशिक्षित है, पर्यावरण संरक्षण के उपाय विद्यमान नहीं हैं, हमारे देश के भूमि और जल संसाधनों तथा नदी संसाधनों के क्षरण पर रोक नहीं लगाई जा रही है, तो विकास निरर्थक है।
