The Special Rapporteur also urges the Government to improve considerably the conditions on death row and to take urgent measures to improve the general conditions in Abu Ghraib prison, even prior to the construction of new prison buildings, through amnesties and the substitution of other sentences for imprisonment (fines, community service, conditional discharge, bail, etc
