It also expressly lays down the following principles of asylum: non-discrimination; non-rejection at border crossings; non-refoulement (direct or indirect) to a country where the person’s life, physical, moral and intellectual integrity, freedom or security are at risk; non-imposition of penalties for illegal entry into the country; most favourable interpretation and treatment; and confidentiality.

Asimismo se establecen a título expreso como principios del refugio: la no discriminación, el no rechazo en frontera, la no devolución directa o indirecta al país donde su vida, integridad física, moral e intelectual, libertad y seguridad estén en peligro, la no sanción por ingreso ilegal al país, la interpretación y el trato más favorable, la confidencialidad.
