Landbruget er og bliver hovedtemaet for både EU og middelhavspartnerlandene, eftersom det udgør den vigtigste økonomiske aktivitet i Middelhavsområdet generelt og slås med særligt alvorlige strukturelle problemer og total mangel på knowhow, teknologiske værktøjer og en langsigtet planlægning, som tager højde for det sociale aspekt af omstillingerne.

Die Landwirtschaft ist das wichtigsten Thema sowohl für die EU als auch für die Mittelmeerpartnerländer, denn die Landwirtschaft ist die wichtigste Wirtschaftstätigkeit in den Ländern des Mittelmeerraums, die mit besonders schweren Strukturproblemen zu kämpfen haben und in denen technisches Know-how, technologische Instrumente und Langzeitplanung fast völlig fehlen. Eine solche Langzeitplanung würde für die soziale Komponente der Umstrukturierungen Sorge tragen.
