In October, the High Court in Northern Ireland quashed a decision by the Police Service of Northern Ireland to end preliminary inquiries into torture of the 14 “Hooded Men”, who were abused while in detention in Northern Ireland by the British army and the Royal Ulster Constabulary in 1971.
