इस एजेंडा में भिन्न – भिन्न राष्ट्रीय सच्चाइयों एवं विकास के स्तरों को ध्यान में रखते हुए तथा राष्ट्रीय नीतियों एवं प्राथमिकताओं का सम्मान करते हुए संक्षिप्त, कार्यान्वयन के योग्य एवं मापेय लक्ष्यों के साथ संतुलित एवं व्यापक ढंग से संपोषणीय विकास के आर्थिक, सामाजिक एवं पर्यावरणीय पहलू एकीकृत होने चाहिए।
