في عام 1989 حثت فعلاً بعض البلدان المتقدمة على إضافة المرفق الأول إلى المشروع لكي يكون واضحاً أن مفهوم المشروع للتراث البشري المشترك لا يؤثر على حقوق مربي النباتات في استبعاد غيرهم من استخدام الأنواع الجديدة المميزة التي يستنبطونها في إطار الاتفاقية الدولية لوقاية الأنواع الجديدة من النباتات.

In 1989 some developed countries effectively pressed for the addition of annex I to the Undertaking to make clear that the Undertaking's common heritage of mankind concept did not affect the rights of plant breeders to exclude others from using their new and distinct varieties under the International Convention for the Protection of New Varieties of Plants (UPOV Convention).

En 1989, algunos países desarrollados consiguieron mediante presiones que se añadiera un anexo (anexo I) al Compromiso para aclarar que el concepto de patrimonio común de la humanidad contenido en él no afectaba a los derechos de los obtentores de plantas de impedir que otros utilizaran sus obtenciones vegetales, derechos que estaban contemplados en el Convenio internacional para la protección de las obtenciones vegetales (Convenio de la UPOV).
