واستناد إلى تقرير مراجع الحسابات الذي عينه المجلس الدولي للمشورة والمراقبة في العراق المؤرخ 29 أيلول/سبتمبر 2005، بينت لجنة الأمم المتحدة للتعويضات في الملاحظة 3 (د) من ملاحظات البيانات المالية أن ”تقارير مراجعة الحسابات كشفت عن وجود مواطن ضعف في نظم المراقبة الداخلية بحيث لم يتسنَّ تحديد نقصان العائدات لعدم وجود نظام للقياس قيد التشغيل الكامل واستمرار نسف أنابيب النفط“.

Based on the report of the auditor appointed by the International Advisory and Monitoring Board for Iraq of 29 September 2005, UNCC disclosed in note 3 (d) to the financial statements that “the audit reports showed weaknesses in the internal control systems such that it was not possible to determine the shortfall in revenues owing to the absence of a fully operational metering system and continued sabotage of the pipelines”.

Sobre la base del informe del auditor nombrado por la Junta Internacional de Supervisión y Asesoramiento para el Iraq, de fecha 29 de septiembre de 2005, la Comisión de Indemnización consignó en la nota 3 d) de los estados financieros que “los informes de comprobación de cuentas mostraban debilidades en los sistemas internos de control, por ejemplo, en que no era posible determinar el déficit de los ingresos debido a la falta de un sistema de medición plenamente operacional y al continuo sabotaje de los oleoductos”.

Согласно докладу аудитора, назначенного Международным контрольно-консультативным советом, от 29 сентября 2005 года ККООН в примечании 3(d) к финансовым ведомостям отметила, что «в докладах ревизоров указаны недостатки в системах внутреннего контроля, не позволившие определить недополученную сумму поступлений, обусловленную отсутствием полностью функционирующей системы учета и продолжающимися случаями вывода трубопроводов из строя в результате диверсий».
