ينبغي للدول أن تدعم العمليات الدولية الهادفة إلى منع تسريب السلائف الكيميائية المستخدمة في صنع الكوكايين والهيروين والمنشطات الأمفيتامينية على نحو غير مشروع، وذلك بتبادل المعلومات مع سائر الدول، والقيام بعمليات مشتركة في حينها لإنفاذ القوانين، بما في ذلك اللجوء إلى عمليات التسليم المراقب.

States should support international operations aimed at preventing diversion of chemical precursors used in the illicit manufacture of cocaine, heroin and amphetamine-type stimulants, by exchanging information with other States and conducting timely joint law enforcement operations, including the use of controlled deliveries.
