Ungeachtet des „Wert und Mehrwert produzierenden“ Charakters der Rüstungsindustrie als „einem der wichtigsten Hebel zur Lösung des Problems der Surpluskapitalien“ kommt Mandel überraschenderweise doch zu dem Ergebnis, daß „je mehr die Entfaltung der Rüstungswirtschaft den Bruttogewinn der Großkonzerne zu verringern droht (d. h. je höher der durch sie bedingte Steuersatz ist), um so stärker der Widerstand dieser Konzerne gegen eine weitere Ausdehnung der Rüstungswirtschaft (wird)“ (S. 282).

Notwithstanding the “value and surplus-value-producing” character of the armaments industry as “one of the most important levers for the solution of the problem of surplus capital,” Mandel comes most amazingly to the conclusion that “the more the development of the arms economy threatens to reduce the gross profit of the major corporations (in other words, the higher the tax rate it determines) the stronger will be the resistance of these companies to any further extension of it” (p.303).
