تناشد على وجه الاستعجال جميع الدول ومنظومة الأمم المتحدة والمنظمات الدولية والمنظمات غير الحكومية أن تواصل تقديم كل المساعدات الإنسانية والمالية والتقنية والمادية الممكنة إلى السكان الأفغان، وذلك بالتعاون الوثيق مع السلطة المؤقتة والمجتمع المدني الأفغاني، متى سمحت الظروف في الميدان، وبخاصة في أكثر المناطق تأثرا بالجفاف، ومن أجل تأمين العودة الطوعية للاجئين والمشردين داخليا بأمان وكرامة؛

appelliert eindringlich an alle Staaten, das System der Vereinten Nationen sowie die internationalen und nichtstaatlichen Organisationen, soweit die Bedingungen am Boden dies zulassen, der afghanischen Bevölkerung in enger Zusammenarbeit mit der Interimsverwaltung und der afghanischen Zivilgesellschaft auch weiterhin jede nur mögliche humanitäre, finanzielle, technische und materielle Hilfe zukommen zu lassen, vor allem in den von der Dürre besonders schwer betroffenen Gebieten, und Hilfe für die Förderung der freiwilligen Rückkehr von Flüchtlingen und Binnenvertriebenen in Sicherheit und Würde zu gewähren

Urgently appeals to all States, the United Nations system and international and non-governmental organizations to continue to provide, in close collaboration with the interim authority and Afghan civil society, when conditions on the ground permit, all possible humanitarian, financial, technical and material assistance for the Afghan population, especially in the areas most affected by the drought, as well as assistance to promote the voluntary, safe and dignified return of refugees and internally displaced persons
