وتابع قائلاً ينبغي للجمعية العامة أن تتبع توصية لجنة القانون الدولي، وأن تعتمد مشاريع المواد على شكل اتفاقيه في غضون فترة زمنيه قصيرة نسبيا، وذلك توخيا للمزيد من الوضوح القانوني، والقدرة على التنبؤ.

The General Assembly should therefore follow the International Law Commission’s recommendation and adopt the draft articles in the form of a convention within a relatively short period of time, for the sake of greater legal clarity and predictability.

Por tanto, en aras de una mayor claridad y previsibilidad jurídicas, la Asamblea General debería seguir la recomendación de la Comisión de Derecho Internacional y, aprobar el proyecto de artículos en un plazo relativamente breve, en forma de convención.
