Many green roofs are installed to comply with local regulations and government fees, often regarding stormwater runoff management. In areas with combined sewer-stormwater systems, heavy storms can overload the wastewater system and cause it to flood, dumping raw sewage into the local waterways.

หลังคาเขียวส่วนใหญ่สร้างให้เป็นไปตามข้อบัญญัติท้องถิ่นซึ่งให้ความสําคัญแก่การจัดการการระบายน้ําฝน ในพื้นที่ที่ใช้ระบบระบายน้ํารวม (รวมน้ําโสโครกและน้ําฝนไว้ในท่อเดียวกัน - combined sewer-stormwater systems) ซึ่งน้ําฝนที่มากผิดปกติจะทําให้เกิดน้ําล้นท่อพาของเสียไหลท่วมพื้นที่แล้วไหลลงสู่ทางน้ําสาธารณะได้ หลังคาเขียวจะช่วยลดปริมาณน้ําฝนที่ไหลตามผิวโดยรวม ทําให้อัตราการไหลจากหลังคาช้าลง ซึ่งพบว่าหลังคาเขียวช่วยรับและหน่วงน้ําได้มากถึง 75% ของปริมาณน้ําฝนปกติที่ตกลงบนหลังคาแล้วจึงค่อยๆ ปล่อยน้ํากลับคืนสู่บรรยากาศอย่างช้าๆ โดยการระเหย
